Job Summary: Provides supervision and direction in implementing and overseeing all processes and systems necessary to ensure the University is in compliance with National Collegiate Athletic Association (NCAA), Conference USA, and institutional rules and regulations. Provides direction in implementing and overseeing all processes and systems necessary to ensure University compliance with National College Athletic Association (NCAA), Conference USA and institutional rules and regulations including, but not limited, to eligibility, financial aid, amateurism, recruiting, awards/benefits, playing/ practice activities for 18 NCAA Division I (Football Bowl Subdivision), men's and women's intercollegiate sports. Facilitates the annual eligibility/educational meetings with each intercollegiate athletics team and administers the NCAA student-athlete statement; and drug testing consent form; serves as legislative liaison to Conference USA and the NCAA. Provides direction and supervision to the University's Athletics compliance staff including three full time staff members; oversees the preparation of NCAA squad lists and eligibility certifications; oversees completion and submission of required NCAA reports and surveys including the institution's NCAA Academic Progress Rates report. In collaboration with the Chief Compliance Officer, analyzes existing and proposed athletics and institutional policies and implement relevant procedures; analyzes NCAA legislation and campus policies to identify problem areas and potential noncompliance; recommends changes to enhance compliance with institutional and athletic policies. Work with various campus units (University Admissions, Registrar, Financial Aid and undergraduate education) to implement policies and procedures ensuring compliance with NCAA, Conference USA, and institutional regulations. Serves as a liaison with campus constituencies to facilitate required compliance services to student-athletes including the establishment of effective working relationship with Student Athlete Academic Counseling, Office of Undergraduate Studies, Admissions, Registrars, Financial Aid, Housing, Dining, Institutional Research and related units. Provides direction on the development and implementation of educational programs for administrators, coaches, institutional staff, student-athletes, and boosters and alums concerning eligibility, recruiting, extra benefits, interpretations, and compliance responsibilities Researches NCAA manual and LSDBI for interpretations, NCAA staff and committee decisions to provide interpretations and prepare reports: investigates potential secondary rules violations and reports appropriately and in conformity with NCAA, University and conference policy; Provides answers to questions from coaches, student-athletes, prospects, staff, boosters and alums regarding application of NCAA, Conference USA and University rules. Adheres to all State of Florida, University, NCAA, Conference USA and department rules and policies pertaining to the position of Associate AD Compliance. Report any potential NCAA violations or concerns to the President or designee and is responsible for the monitoring of any subordinate as it relates to NCAA regulations. In collaboration with the Chief Compliance Officer, responsible for athletics compliance department budget, to manage title IX and corresponding roster management, works closely with APR Specialist. Educates parents of student athletes, donors, and university personnel about NCAA compliance rules. Performs other related duties as assigned or as directed. The omission of specific duties does not preclude the supervisor from assigning duties that are logically related to the position. Working nights, weekends, and holidays are required of this position. As a Compliance Liaison, supports FIU's university compliance program by facilitating oversight of compliance and ethics at the unit level by aligning and leveraging the compliance framework and embedding the university-wide compliance objectives into the unit compliance plan. Disseminate compliance and ethics communications. Assists in the university-wide risk identification process and conduct unit level compliance risk assessments on an annual basis. Monitor the progress of compliance and ethics training at the unit level. Ensures compliance policies and trainings are updated in the tracking system. Recommends new compliance related policies and procedures. Provides data for benchmarking and Board of Trustees reports. Provide feedback and ideas to enhance program effectiveness. Advances FIU's NIL efforts by ensuring student-athletes, coaches, staff, and prospective students have the tools, education, and resources necessary to maximize opportunities while meeting compliance obligations. Reviews and processes student-athlete name, image and likeness opportunities for NCAA compliance. In collaboration with the Chief Compliance Officer, oversees the implementation of a comprehensive NIL education program for prospective student-athletes, current student-athletes, coaches, Athletics Department staff, and internal and external stakeholders. Serves as the Sports Administrator for the football program. Participate in Management Meetings and collaborations within the Athletics Department as appropriate to implement strategic initiatives. Minimum Qualifications : Bachelor's degree in an appropriate area of specialization and eight (8) years of appropriate experience or Master's degree in an appropriate area of specialization and six (6) years of appropriate experience.
